Duke's Manny Diaz says coaches still lack portal and NIL rules with five weeks left

Manny Diaz says Duke still has no guidance on 2027 portal and NIL rules as the Blue Devils, at 5-2, get ready to host Boston College.

Duke coach Manny Diaz says college football coaches will head into another transfer portal cycle without knowing the rules. He has five regular-season weeks left to plan a roster for 2027, and nobody has told him what recruiting and NIL deals will be allowed once the window opens.

Diaz made the comments on The Drive with Tim Donnelly on ESPN 99.9 The Fan, On3 reported. He said coaches have no guidance on "what the rules of engagement are going to be going into '27." He also compared the situation to last December. Diaz pointed to the basketball portal in April as another chance to fix the problem and said seven or eight more months had gone by without anyone acting on it.

Diaz has more reason than most to be worried. Last winter, the portal took quarterback Darian Mensah and top receiver Cooper Barkate from Duke, and both landed at Miami. ClutchPoints noted that Mensah had just helped the Blue Devils win the 2025 ACC title. The Sporting News reported that Duke lost 17 players to the portal, including safety Terry Moore to Ohio State, and brought in 19. About two weeks before this interview, Diaz suggested a model taken from European soccer. Under that system, a school that recruits and develops a player would receive a transfer fee when he leaves.

His complaint now is less about any single proposal and more about the calendar. Programs like Duke cannot build NIL budgets or plan to keep their own players while the rules are still being decided in court and in conference offices. The rebuilt roster has played well so far. Under the current setup, though, playing well also makes Duke's best players more attractive to other schools in December.

Boston College comes to Durham

Duke is 5-2 and 2-2 in ACC play. The Blue Devils host Boston College on Saturday, October 31, on The CW. Their last three games were all decided by four points or fewer. They lost 25-28 at Georgia Tech and 20-24 to North Carolina, then won 19-16 at Virginia last week. Before that stretch, Duke won its first four by a combined 145-44, including a 35-7 win over Stanford and a 62-7 win over William & Mary.

Through seven games, Duke has scored 29.9 points and allowed 16.0 per game. The defense has given up more than 24 points only twice. The offense has been held to 20 or fewer in two of the last three games.

On this site's board, Duke is favored across 11 venues. Novig has Duke at -245 on the moneyline and Boston College at +233. Novig's spread is Duke -6.5 at -113. The best Boston College number anywhere is +7.5 at -115 on theScore Bet, so the venues differ by a full point. Novig lists the total at 48.5, with the over at -108 and the under at -100. Other venues range from 48 at Pinnacle, the best over price, to 49.5 at theScore Bet, the best under price. Sportsbook hold runs from 3.4% to 6.7% depending on the market.

That total is a little above Duke's usual games. The Blue Devils' seven games have averaged 45.9 combined points, and three of them went past 48.5. The spread suggests the market expects a more comfortable win than Duke has managed lately. Whatever happens Saturday, Diaz has made clear that the larger problem for his program comes in December.
