The law in Virginia, in plain English

The Virginia Lottery licenses the apps and the minimum age is 21. The 2020 law that created the market excludes Virginia college teams wherever they play, so Cavaliers and Hokies games are off the board at every Virginia sportsbook. A 2026 bill to allow game-level bets on the state's Division I teams was filed in January; the ban is still in place.

That ban governs the Lottery's licensed sportsbooks. Novig is available in Virginia and prices UVA and Virginia Tech games, as do Kalshi and Polymarket US, and we found no Virginia enforcement action against prediction markets as of this review.
