The law in Kentucky, in plain English
The Kentucky Horse Racing and Gaming Corporation regulates the market. House Bill 904, the Wagering Consumer Protection Act, became law in April 2026 when the General Assembly overrode Gov. Andy Beshear's veto. It raised the age to 21, limited player props on Kentucky college athletes, Louisville's included, and bars licensed sportsbooks from working with prediction markets in the state.
Attorney General Russell Coleman sued Kalshi and Polymarket in June 2026, arguing they run unlicensed sportsbooks, and the CFTC sued the state a week later to stop him. Both fights are pending. Novig is available in Kentucky, and Kalshi and Polymarket US were still live at this review.
