The North Carolina Lottery Commission licenses the apps and the minimum age is 21. Unlike Virginia and New York, North Carolina has no carve-out for its own colleges, so Tar Heels, Wolfpack, Blue Devils and Demon Deacons games are all available. The 2026 budget (Senate Bill 257, signed July 7) raises the sportsbook tax from 18% to 23%.
The same budget says a CFTC-registered prediction market may operate lawfully in the state and taxes those platforms 6% of their North Carolina trading-fee revenue starting January 1, 2027.
