The law in California, in plain English
In November 2022 voters turned down Proposition 27, which would have allowed online sportsbooks, with about 16% of the vote, and Proposition 26, for in-person betting at tribal casinos and racetracks, with about 30%. Nothing has replaced them, so no sportsbook, online or in a casino, can take a California customer. Tribal leaders have said 2028 is the target for a new measure.
Cal and Stanford fans can use prediction markets: Novig, Kalshi and Polymarket US are all available in California. Two tribes are suing Kalshi in federal court, and in September 2026 the Ninth Circuit said they were likely to win their claim over contracts traded on tribal land and sent the case back to the trial judge. Kalshi remained available statewide at this review.
